Some Chitungwiza Council employees are taking advantage of the current poor service delivery by the authority and are now charging residents to remedy anomalies such as sewage bursts and burst water pipes.
According to various residents the employees, who have and use Council equipment, are collecting money before coming to deal with the service problems.
“The council employees are taking money from us so that they can help us with the services that we already pay for through rates,” Cleopas Chirima (27) from Unit L says.
“Besides the money which we pay to the council they demand more money on top of that and most of the time they charge us in foreign currency and failure to produce the money in foreign currency means no service will be offered to you,” he added.
Another resident added that, “I once reported an issue of sewer burst and nothing was done but when I came away from the Council offices an employee followed me and offered to help.
“He told me to pay US$30 and as someone who was stranded and really needed help as the sewer was coming all over my yard I ended up negotiating the price to US$15.
“They came and dealt with the issue,” she said.
The residence claim to have reported against council workers but no action has been taken.
According to Harare Residence Trust (HRT), this problem has not only affected Chitungwiza but it is a prevailing issue which has affected most parts of the country.
“This is happening in almost every suburb and its because they are getting these bribes and in most cases they send residents to collect the bribes.
“We have similar cases in Msasa Park, Glen norah and Kuwadzana Ext where these corrupt officials were exposed.
“Residents must unite and work towards a common goal by reporting these people. Let us show them that we are not willing to pay an extra cent ontop ofofheir contracted salary,” says Mr Majiri from HRT.
