Allegations of corruption continue to pile for recently arrested Harare Town Clerk Hosiah Chisango as he is also being accused of flouting a tender for a sewage rehabilitation project.
The Town Clerk, who was nabbed by ZACC on Friday over the Kuwadzana stands scam, is accused of having flouted procedures by corruptly awarding Syno Hydro for a sewage rehabilitation project.
This was despite the fact the company did not meet the requirements, according to a document gleaned by this publication.
The scam occurred during his tenure as Acting Director for Water.
“Former Acting Director Harare water engineer Hosiah Abraham Chisango being key in the Harare Metropolitan Province Sewage Rehabilitation Project with Sino hydro inflated prices and falsely reported that Sino hydro was still at prefeasibility study.
Town Clerk Flouted Tender Procedures
“Yet he had completed detailed studies designs and priced Bill of Quantities.
“The team flouted the procedures required by the Harare Metropolitan Province which requires the involvement of Norton, Ruwa, Chitungwiza and Epworth when they make such resolutions,” states the document.
According to the document, Chisango arm-twisted a special full council to approve the dubious project.
“Engineer Chisango on 07 0ctober 2018 through a special full council led the full council to approve the project which was not supposed to be approved by recommending to Harare Metropolitan Province,” says the document.
Subsequently all the projects were approved by council and yet “there was lack of due diligence given that the signed MOU required financially and technically viable proposals yet the Town Clerk’s report was reporting on a feasibility studies stage.
The Town Clerk is said to have later on authorised the signing of commercial contracts between the city council and Syno Hydro, ChinaGozhouba group company(CGGC) and China Machinery and Engineering Corporation(CMEC).
The contract was for eight hundred and sixty eight million ,four and ninety eight seven hundred and 17 United States Dollars, sixty eight cents( US$868 498 717.68).
The figure was allegedly inflated and the same company were also used to deliver the Dongfeng trucks which still lying idle, some at private garages.
