Problems continue to mount for suspended Chitungwiza Town Clerk George Makunde after he was charged with more allegations by the Chitungwiza Council.
In a charge sheet signed by Chitungwiza Mayor Lovemore Maiko, Makunde is accused of gross incompetence, insubordination, and abuse of office among other charges
The veteran administrator is also accused of hiding the council’s financial statements.
“In the entire duration of your employment as town clerk, you have breached your statutory obligations by failing to timeously present financial statements for audit purposes, resulting in the council receiving adverse comments from auditors,” read the charge sheet.
Makunde is also facing charges of diverting funds meant for service delivery to pay salaries for top management against a directive from both the parent Ministry and the CTC policy.
“During the period January 2013 to July 2017, you transferred money amounting to US$295 544.00 and US$ 623 450.00 from various council accounts such as the water account, health account, sewerage account, education account, engineering account to management salaries accounts No. 61070041940697.
“In doing so, you were diverting the said monies from their special purposes to management salaries, of which you were a beneficiary,”
Chitungwiza Residents Trust Director Diana Alice Kuvheya said that these charges should be investigated and be dealt with.
“The charges which are being raised against our Town Clerk are very serious and they should be investigated and if there are any anomalies action should be taken,” said Kuvheya.
Kuvheya added that it is unfortunate that the council was misusing funds at the expense of service delivery.
“It is unfortunate if it is true that the Town Clerk was misdirecting funds for the benefit of top managers whilst we as residents do not have water, our service delivery is just poor, to say the least,” added kuvheya.
The latest turn of events is a continuation of the scandals that have been plaguing Chitungwiza and last month saw the arrest of the Mayor himself by the police in another alleged case of fraud.
